When you go to watch a rated R movie at the theater, people under 17 years old are not allowed to enter. The theater staff excludes people under 17 years old because they do not meet the age requirement to see the content in the movie. This is similar to specific vehicles being on Big Valley Auto Auction’s Exclusion List.
